Keep DHCP records

There is a bill proposed that would force ISPs to keep DHCP records for a minimum of two years. It also sounds like that it would apply to anyone with a WiFi hotspot, including home users. Now, there are several reasons why this is a stupid idea and won't work. However, I'm more interested in why they are doing it. It supposedly is to protect the children's welfare. Yeah, right. It sounds to me that it would help more in investigating piracy cases. Are the MPAA and RIAA behind this? Is this a huge invasion of privacy (yes it is, by the way)? Is this Bill Legit? I want your comments.
